The Handloom Weavers Comprehensive Welfare Scheme (HWCWS) is implemented by the Office of the Development Commissioner for Handlooms to help weavers get social security benefits.

Salient features

• Weavers in the age group of 18 to 50 years are covered under PMJJBY and PMSBY.
• Weavers in the age group of 51 to 59 years who were enrolled in MGBBY are covered under the Converged MGBBY.
• A scholarship is paid for up to two children of a weaver studying in classes 9 to 12. The scholarship is ₹100 per month per child and is paid through the National Scholarship Portal (NSP).

Components

The scheme has two components:

• Health Insurance Scheme (HIS)
  • HIS gives health care facilities to all weavers. This component follows the pattern of the Rashtriya Swasthya Bima Yojana (RSBY).
• Insurance cover
  • This component gives insurance cover for natural death, accidental death, total disability and partial disability.
  • The Converged Mahatma Gandhi Bunkar Bima Yojana (MGBBY), Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) and Pradhan Mantri Suraksha Bima Yojana (PMSBY) together make a social security system.

PMJJBY gives life insurance, and PMSBY gives accident insurance for accidental death or disability. With all the insurance schemes converged into one, weavers in the age group of 18 to 50 years are covered for life, accident and disability under PMJJBY and PMSBY. Weavers in the age group of 51 to 59 years who were enrolled under MGBBY are covered under the Converged MGBBY scheme.

Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY)

• PMJJBY gives life insurance cover for natural death and accidental death.
• The cover is for one year and can be renewed every year.
• Weavers and workers in the age group of 18 to 50 years are eligible.
• ₹2 lakh is paid on the death of the beneficiary.

Premium for the insurance cover

The annual premium for the insurance scheme is ₹330.
